Financial markets were volatile after Humala' s victory on June 5 but have rallied since the former army officer announced on Sunday that Julio Velarde would stay on as central bank chief to provide a measure of continuity. Here is a rundown of Humala' s picks so far for key policy posts.

Other Cabinet posts will be named before Humala takes office on July 28. Salomon Lerner, 65, will oversee Humala' s cabinet as prime minister. Known as a powerful behind- the- scenes operator, Lerner has a long history in politics, dating back to his role overseeing a state monopoly during the leftist authoritarian regime of General Juan Velasco who ruled from 1968- 1975.

He was an adviser to Alan Garcia' s first government in the late 1980s and also briefly to former President before he resigned over an ethics flap. Luis Miguel Castilla, who until Friday was , was chosen to be Humala' s finance minister.

Castilla, 42, is an orthodox economist and was chosen over the academic economists Humala relied on during the campaign, many of whom favor more government intervention in the economy and were frowned on by the business community.

Castilla has a doctorate from Johns Hopkins University in the United States and is a former World Bank official. He is closely associated with the free- market growth boom of recent years, which relied heavily on foreign investment and which Humala has criticized for ignoring the fight on poverty. The widely- respected Julio Velarde, 59, was Humala' s surprise pick to stay on as central bank president. By announcing on Sunday he intended to reappoint Velarde, Humala won praise from investors and local financial markets rallies. Velarde, 58, is credited with helping Peru weather the global economic crisis in 2009 by cutting interest rates to an all- time low, thereby avoiding deflation.

The Brown University Ph. D also helped slay hyper- inflation as a member of the bank' s board of directors from 1990 to 1992, when the country was near financial ruin. Humala needs to appoint three directors to the central bank' s board and Congress will appoint three of its own choosing. Carlos Herrera, 66, an engineer who held this post in former President Valentin Paniagua' s government, was named to this crucial job. The outgoing government of President Alan Garcia has lined up $ 50 billion in private investment in mines and oil projects for the next decade, though companies are concerned about a proposed windfall profits tax and stiff resistance to their projects by local communities worried about pollution and keen to protect scarce water supplies.

Renegotiations of royalties charged on natural gas exports are also likely. Sociologist and journalist Rafael Roncagliolo, 67, is Humala' s surprise pick for foreign minister. He has been a professor at Peru' s diplomatic academy and at Lima' s Catholic University. Roncagliolo was vice president of the association of investigations in mass communications and a member of the executive board of the world radio and television council. He will have to navigate a disputed maritime border with neighboring Chile in rich fishing waters of the Pacific Ocean.

The dispute is being heard by an international court. Ricardo Giesecke, head of the climate change unit at Peru' s National Environment Council, is the next environment minister.

Giesecke has voiced opposition to the legalization of genetically modified seeds for food crops, criticized hydro- electric dams, and has said small- scale gold miners in the Amazon must stop using dredges that contaminate jungle rivers with mercury. Peru faces serious water shortages and biologists say it will be among the countries hardest hit by climate change. Its tropical glaciers in the Andes are expected to disappear in coming years. Kurt Burneo, 50, an economics professor at the San Ignacio de Loyola University, was chosen as production minister.

He has a doctorate in business administration and has been a vice finance minister, central bank director and president of state- run Banco de la Nacion. He had worked on the campaign of former President Alejandro Toledo, who lost this year' s election in the first- round vote. Daniel Mora, a retired military general, will serve as defense minister. A member of former president Alejandro Toledo' s party, Mora was elected to Congress representing the district of Callao.

After a pressure campaign by environmentalists, Commerce Secretary certified Iceland under a domestic law that paves the way for retaliation against nations that flout the International Whaling Commission' s moratorium. " Iceland' s harvest of whales and export of fin whale meat threaten an endangered species and undermine worldwide efforts to protect whales, " said Locke, who oversees the National Oceanic and Atmospheric Administration. " It' s critical that the government of Iceland take immediate action to comply with the moratorium, " he said in a statement. Under a law known as the Pelly Amendment, countries that violate global fisheries conservation agreements are subject to economic sanctions. Locke sent a letter to President Barack Obama, who must decide within 60 days whether he will authorize sanctions or other measures. Locke also recommended that the United States reconsider cabinet- level visits to Iceland and cooperation on Arctic projects.

The United States has recently stepped up its focus on the Arctic Ocean, as climate change is set to make it more navigable. The International Whaling Commission imposed a global moratorium on whaling in 1986 amid alarm at the declining stock of the marine mammals. Norway and Iceland are the only nations to defy the moratorium openly.

Japan hunts more than 1, 000 whales a year, a point of intense dispute with Australia.

But Japan considers itself within the rules of the International Whaling Commission by invoking a clause that allows a catch for scientific research. Japan has actively campaigned to end the moratorium, saying that whaling is its cultural right. Environmentalists counter that whale populations are at risk and highlight the mammals' intelligence, saying the slaughter is cruel. Locke' s certification came days after the latest annual meeting of the International Whaling Commission, which again was severely hampered by disputes. Iceland, which resumed commercial whaling in 2006, is seen as less entrenched in its position than Japan and Norway.

Iceland, a country of 320, 000 people, has a small market at home and its exports to Japan are uncertain.

Iceland' s whaling company, Hvalur, suspended fin whaling after Japan' s March 11 earthquake hit demand. Iceland killed about 150 fin whales and between 60 and 80 last year. The United States has previously invoked the Pelly Amendment against Norway and Japan but it has not followed through on sanctions, hoping instead to use the certification as a means of pressure. Environmentalists urged Obama to go ahead with sanctions unless Iceland ends whaling. " We are excited that the US has taken this first really important step in ending Iceland' s commercial whaling for fin whales and minke whales, " said Karen Vale of the World Society for the Protection of Animals. " However, it is just a first step, so we are hopeful that the White House will decide to put forth the sanctions, " she said. The Whale and Dolphin Conservation Society said in a statement that more than 250, 000 people had sent appeals urging action on Iceland, a campaign " that has clearly influenced the US government' s thinking. " One of the few times that the United States has imposed sanctions over animal issues was in 1994 when it barred wildlife imports from Taiwan over concern about the trade in tiger and rhinoceros products.
